Cities in Crisis: Past and Present

This panel will explore the links between the urban fiscal crises of the later 20th century and the current crisis facing cities today as they cope with funding the response to COVID-19. How are structures of inequality built into city and state budgets? How have past crises of capitalism, and the austerity regimes that followed, shaped the conditions of current urban policy, politics, and culture--and what is the scope of action for creating new regimes of urban governance in the wake of a global pandemic?
